Center For Neighborhoods has decided to reopen the Request for Proposals for the PAINT project in the Breckenridge Estates Neighborhood. TARC (Transit Authority of River City) has provided additional funding for this project creating a total budget of $17,500. Since TARC has generously helped to fund this PAINT project, it must somehow incorporate the neighborhood bus stop(s). Please feel free to forward this email to anyone that you think would be interested in developing a proposal.

PAINT Project Requirements:

Focused on a Neighborhood - A district or locality, often with reference to its character or inhabitants, a political ward or precinct. The concept of a neighborhood includes geographic, social, cultural, civic, economic, and historical components.
Participatory - Marked by, requiring, or involving participation, especially affording the opportunity for individual participation.
Public - Open to the view of all; existing or conducted in public.

Brief History of the Neighborhood

A brief history of Breckenridge Estates from residents Carole and Charlie Freville.

Our BENA Neighborhood
When we moved into this house some forty years ago, the neighborhood looked quite
different from today's suburban sprawl.

Six Mile Lane was a small country road with very few houses on it. At the comer of
Manner Dale and Six Mile Lane was a stone house, nestled on several acres of plowed
land. Spearmint plants could be seen (and smelled) every spring, covering those acres.

The days they harvested the mint plants, the scents were intoxicating!

The mint was sold to Churchill Downs for the 'world famous' mint juleps at the Derby.

This area is now the site of Manner Pointe Patio Homes and the Hunsinger Lane Baptist
Church.

A block down Six Mile Lane, just before the railroad tracks, was another farm. Every
fall its acreage was covered in pumpkins. Our children loved going over there to pick
pumpkins. They saved their quarters so they could buy more than one. We always had
a dozen pumpkins to carve.

The railroad tracks had no gates then. The bell would frequently get stuck and ring all
night. We would call Southern Railroads to turn it off. The railroad was of large interest,
especially when the steam engines would charge through.

Just beyond the tracks was a farm that planted strawberries every spring. There was a
U-pick business on this farm. We enjoyed watching out our back windows as they
plowed and planted. Then in June, we could walk over and pick their delicious produce.

This is now the site of Westwood Farms. The homestead for this farm still stands today.
It is a large manor-type house with a long driveway, enclosed with trees that bloom in the
spring. In the early days, there were several out buildings and my children were
convinced that they were former slave cabins. Today, the driveway is shorter and
empties into Westwood Farms.

Across from our Welcome Wall on Breckridge Lane and backing up to the curve of
Hunsinger Lane was a large red barn where horses were boarded. Our children often rode
one of our neighbor's horses there. A horse broke out late one evening and was killed by
a car on Breckenridge Lane. That is now the site of Kort Springs.

When we moved in, there were no houses past the first block on Colson Dr.
We thought we were living in the country. But progress was rapid and we quickly had
many new neighbors. Over the years, traffic and noise has increased but it has brought
along the friends and neighbors who are the multicultural faces of this neighborhood.

About "Creativity Rising"

The Phoenix Hill neighborhood is one of the most racially, socially, and economically diverse areas within Louisville Metro. The East Market Street art gallery district lies within the Phoenix Hill neighborhood, along with the Wayside Christian Mission homeless services agency, New Directions Housing Corporation, 13 churches, Liberty Green (formerly Clarksdale), and the Dosker Manor public housing development. The Phoenix Hill Neighborhood Association, in partnership with local Curator Aron Conaway and Center For Neighborhoods' PAINT Program, initiated the creation of 12 neighborhood-based public art projects, collectively referred to as the "Creativity Rising" project. The overarching goal of Creativity Rising was to increase the neighborhood’s visibility, strengthen connections between these “pocket” communities within the neighborhood, and ultimately transcend the traditional boundaries of the gallery district by installing artworks throughout the entire neighborhood. The Neighborhood Association and Aron Conaway worked in partnership with 12 commissioned artists represented by galleries on East Market to produce site-specific public artworks inspired by the history, character, and assets of the Phoenix Hill neighborhood. All of the artworks are currently installed as part of this multi-site public art project designed to lead viewers and arts supporters on an "alternate route" through the Phoenix Hill neighborhood. For those interested in venturing off the beaten path, maps are available at various locations throughout the neighborhood (including art galleries on East Market Street).

P.A.I.N.T. Program Announces Funding for 1st Neighborhood-Based Public Art Project

Center For Neighborhoods is pleased to announce the award of $7,500 in funding for the first in a series of site-specific neighborhood-based public art projects under the umbrella of the P.A.I.N.T. Program (P.A.I.N.T. - Producing Art In Neighborhoods Together). The award is being granted to local visual artists Mary Dennis Kannapell and Marjie Ryan who collaboratively developed a project proposal for the German-Paristown neighborhood. Their project, titled “YOU ARE HERE - Linking the Past to the Present: Creating a Sense of Place” is slated to kick off this Saturday, June 26^th, at the 4^th Annual “Shotgun Fest” in the German-Paristown neighborhood.

According to artist Marjie Ryan, Phase 1 of the “You Are Here” project is focused on developing an appreciation of the “treasure of a distinct cultural and historical landscape, the German-Paristown Neighborhood”.

The artists proposed to explore the history of the neighborhood by uncovering people and places that significantly contributed to the establishment of German-Paristown. The project will culminate in the development of a “sculptural timepiece panel”, which is a site-specific art installation constructed of historic iron artifacts evoking the history, landscape, and residents of the neighborhood welded together and installed on a lot adjacent the German-Paristown Neighborhood Center. Additionally, the artists plan to paint the steps of the Neighborhood Center red and white (an historic tradition of the area), create a painted map of the neighborhood with a “You Are Here” star marking the viewer’s location in front of the building. Plans for a community-based interactive second phase of the “You Are Here” project will be revealed in the coming months.

“We are really excited about the ‘You Are Here’ project, and anxiously await the kick off event at the Shotgun Fest this Saturday,” said Hallie Jones, Director of Marketing and Development at the Center For Neighborhoods and also the P.A.I.N.T. Program Manager. “This is just the first of four super exciting neighborhood-based public art projects the P.A.I.N.T. program currently has in the planning stages. All of the projects are based on collaboration between local artists and the residents of neighborhoods. Our ultimate goal is to create culturally relevant public artwork that encourages meaningful dialogue and builds community, while simultaneously supporting the vision of both neighborhoods and the visual arts.”

Nate Pederson, who is serving as the project facilitator for the German-Paristown Neighborhood Association, said the association is “thrilled because it combines the true spirit of collective engagement with the raw passion and skill of talented artisans. It’s a way for local leaders to improve their skills, as well as a means for the retiring and shy to get involved in their community in a fun way. It turns ethereal 'neighborhood pride' into the real and palpable.”

The public can meet the artists at their Shotgun Fest booth this coming Saturday, June 26^th, from Noon – 9:00 PM. They will be meeting and greeting residents to introduce the project, getting to know the community, and collecting contact information for individuals interested in becoming involved with the project. The artists are also announcing an open call for the submission of metal objects with historical relevance to the neighborhood. The artists are seeking donations of metal objects relevant to the history of the neighborhood to be incorporated as part of the “Sculptural Timepiece Panel”.

Center For Neighborhood’s “P.A.I.N.T. Program” was established in the summer of 2009 through a grant from Louisville Metro’s External Agency Fund for Arts and Culture. Center For Neighborhoods and the German-Paristown Neighborhood Association are both 501(c)3 non-profit organizations.
